Impacted teeth should be dealt with either by observation through yearly x-rays or better yet a surgical procedure. This may be for removal of the impacted tooth or exposure and ligation.
If left in the impacted condition they can silently destroy roots of nearby teeth or develop a cyst around them that destroys bone. The crown of the tooth is meant to be in the mouth. When it is impacted (covered by other tissues i.e., gums, bone or another tooth) it is in a pathological state.

Case 1: This patient has multiple impacted teeth; impacted 3rds (wisdom teeth), impacted upper canines, impacted lower left canine, retained primary teeth a, b, c, h, j, k, m, and t.

Case 2: This patient has impacted upper right and left 4th molars, #1a and #16a.
